No, Standard Edition isn't locked out of customization

A widely shared clarification states plainly that GTA 6 ships with auto shops, clothing stores, tattoo shops, and barbers in the base game — the Ultimate Edition's five shops (Rideout Customs, One-Eyed Willie's, Sara's Unisex Salon, Stock 305, Electric Fang Tattoo) are additional locations layered on top, not a gate on the customization systems themselves.
